How We Do It

The Shipbuilders Council of America is the only national trade association representing U.S. shipyards engaged in the building and repairing of military and other government vessels, commercial vessels, and those companies providing goods and services to the industry.

What bonds SCA members together are the common problems relating to the construction and repair of vessels engaged in military and government service, domestic transportation, offshore oil, natural gas and renewable energy service, and the commercial fishing industry.

The mission of the SCA is to be the national unifying association of the shipyard industry, serving as the definitive advocate for the industry in Washington D.C., and around the country.

The fact that Shipbuilders Council of America’s membership spans from major defense construction shipyards to small, family-owned suppliers enables the shipbuilding industry to speak with one voice to Congress and the Administration about the critical need for a strong defense shipyard industrial base.

SCA examines current and projected shipbuilding policies, budgets and trends and advocates our members’ interests before the government decision-makers who directly influence the shipyard industry.

SCA identifies opportunities to collaborate with private industry, government agencies and other like-minded industry associations on efforts to promote naval, Coast Guard and other governmental shipbuilding as a vital industry and educate our leaders on the multiplying effects of shipbuilding on the supply chain and services sector.

Budget Analysis

Shipbuilders Council of America informs its members on all matters important to their growth, profitability and success involving legislative and government departments and agencies, and other public and private entities as necessary for the Association to achieve objectives important to its members.

SCA staff keeps our members up to date on individual appropriation and authorization bills they move through the Congressional budget process and addresses relevant amendments and other legislative initiatives that affect the shipbuilding and repair industry.

In addition, SCA provides members with timely and insightful analyses of the Navy’s 30-year shipbuilding plan, GAO Selected Acquisition Reports and produce various budget primers and backgrounders throughout the year.

Congressional Shipbuilding Caucus

Shipbuilders Council of America is a proud co-sponsor of the Congressional Shipbuilding Caucus along with the Navy League. The Caucus is chaired by Congressman Joe Courtney (D-CT) and Congressman Rob Wittman (R-VA) and provides a venue for Members of Congress to discuss shipbuilding issues that impact their districts, to work together to support increased shipbuilding efforts for the United States Navy that will enhance our national security, and to improve awareness regarding shipbuilding matters across Capitol Hill.

National Ship Repair Industry Conference

National Ship Repair Industry Conference

In addition to other member events, SCA hosts the National Ship Repair Industry Conference (NSRIC) in Washington, DC each year. The conference is co-sponsored by the five ship repair associations: the Port of San Diego Ship Repair Association (PSDSRA), the Virginia Ship Repair Association (VSRA), the Jacksonville Area Ship Repair Association (JASRA), the Puget Sound Ship Repair Association (PSRA), and the Ship Repair Association of Hawaii (SRAH).

The conference focuses on the important role of repair, maintenance and modernization in the shipyard industry and features speakers from the U.S. Navy, Coast Guard and Congress. The cooperation among all the ship repair organizations and the government serves as a vital asset in developing the advocacy platform for maintenance and repair.
