The Shipbuilders Council of America understands the complex funding challenges associated with ship construction and provides our members detailed and thorough analyses of Congressional Appropriations that affect the bottom lines of SCA member companies..

Additionally, SCA advocates for healthy, sustainable shipbuilding budgets that provide predictable spending projections that will help to build, repair and modernize our national security fleet.

Defense Appropriations

Covering a large share of government shipbuilding and repair budgets, the annual defense appropriations bills provide funding through the Shipbuilding Conversion, Navy (SCN) tables that fund various ship types and classes for the Marine Corps and Strategic Sealift Fleet. Defense appropriations bills also fund major Army vessel programs.

Additionally, the defense appropriations bills fund significant ship repair and modernization programs, as well as research and development programs that advance the architecture of the future fleet.

U.S. Coast Guard Appropriations

The U.S. Coast Guard is funded through the Department of Homeland Security (DHS) appropriations bill. Particularly of interest to SCA members are the funding levels under the Procurement, Construction and Improvements line item that fund various ship classes including the Polar Icebreaker and Coast Guard Cutters of all sizes.
